That was actually Mayor Ravenstahl, he was one of the extras and he actually kicked off many times during the filming. I’m in the crowd somewhere!!

It would seem that Hines Ward was the only survivor of whatever the hell Bane did to Heinz. Needless to say Batman would not have been needed if this were reality. Steeler Nation would have hunted him down and done justice upon him that would have made James Harrison shiver.
