Steeler game in San Francisco

I was looking at Niner games to buy tickets for the Monday night game when the Steelers are in town and I ran across this on the 49r ticket web site: *NOTE: Single game and group ticket purchases for games against the Dallas Cowboys, New York Giants, and Pittsburgh Steelers will require an equal purchase of any of the following games: Tampa Bay Buccaneers, Cleveland Browns, Arizona Cardinals, St. Louis Rams, or Seattle Seahawks. Additionally, group ticket discounts are not offered for games against the Cowboys, Giants, and Steelers. All tickets for these games are sold at the regular single game ticket price. So, do I go see the Steelers as well as the Steelers West, or should I watch Cleveland and SF? Isn't that totally lame that the once storied 49r's have to pull tricks like this to get people to attend their games?
