Repeat Offenders
The Super Bowl reminded me of Patrick Chung's helmet shots against the Steelers and other cheap plays. Deebo got suspended because he was a repeat offender for the first time this year, so I started wondering about other repeat offenders. Turns out that Patrick Chung was fined five times since 2009, three times for late hits, and was never fined about the minimum fine in the NFL policy. Are there other "repeat offenders" who are treated like first-time offenders over and over again?

Are these other repeat offenders Steelers?
If no, then they shall be treated like a first time offender as long as they are in the league.
If yes, then they shall be HEAVILY fined for their first offense, suspended for their second offense, and burned at the stake for their third offense.
