Blake Bortles, Johnny Manziel, and Teddy Bridgewater are all gone by pick No. 4 (which I strongly doubt will actually happen), so the Browns will have to rely on the pick they got from the Colts at No. 26 (in the Trent Richardson trade), or maybe even later rounds, to draft their QB. Due to the immense depth that this year's draft class offers and a total of 14 picks, Cleveland has plenty of opportunities to get quality players that can help them, without necessarily having to chase needs at any given point.
With the 4th pick overall, the Cleveland Browns select Jadeveon Clowney, DE, South Carolina.

With the top three signal callers all gone, the Browns will go BPA. Clowney will give their defense a great influx of talent and could be a cornerstone of their defense for the next 10 years.
