UPDATE: The Steelers confirmed Moats has signed a one-year deal with the team.
Saw Arthur Moats walking thru @Steelers facility just now w/ a big smile on his face. Guessing he signed a contract.

That's one perspective, and it's coming from the editor of Steelers Digest. On the other side, though...
Former Bills LB Arthur Moats at Steelers facility today; likely to be signed. Hasn't yet, despite reports.

It's hard to ignore that as well. We're filing it as "will be signing" due to multiple reports, and the smile story of Moats we will all have to remember.
If signed, Moats would provide a veteran presence to the Steelers' inexperienced linebackers group. Larry Foote was released, cutting down the amount of games played at the position to barely one season. Moats, a five-year pro, comes from scheme-diverse Buffalo where he played as an inside and outside linebacker in a 3-4 and 4-3 defense.
He also has special teams value, and on a one-year deal, it looks like a smart signing by the Steelers, if and when it's formally confirmed.
