The National Football League had a problem in the past. The problem was how player agents and teams would be negotiating new contracts before the start of the new league year. This is what they call tampering, and the league had to be wondering how they could hinder the practice.
The answer? Allow agents and teams to negotiate deals before the start of the new league year.
Now, it should be noted just because the league put a two day legal tampering period in place doesn’t mean tampering doesn’t still take place. I would venture to guess it still does, but this way the league can say they have at least done something to try and hinder teams from negotiating contracts before the start of free agency officially begins.
With that said, it has taken a lot of the thunder away from the new league year starting. For instance, there will be a ton of breaking news happening Monday and Tuesday before the league year begins. In fact, the new league year typically means all the big moves made are just official.
A minor blip on the radar considering the news which takes place during the tampering period.
It is important to know when all this will start, and the open negotiating period for free agents starts at 12:00p.m. ET for all 32 NFL clubs.

Will a team like the Pittsburgh Steelers, with very little salary cap space, watch all their free agents depart for greener pastures, or will they be able to make some moves and add talent to their roster?
