The NFL is a business trying to expand their brand to other countries. They already have had games in Mexico, and plenty in England, but the league is sending players outside of the United States to help expand the game.
Most recently, the Pittsburgh Steelers were down in Mexico, which has a huge Pittsburgh fan base, to help get fans excited about the 2017 regular season, as well as to teach them more about the game of American Football.
